DECLARATIONS OF INTEREST
You have a Disclosable Pecuniary Interest in a matter to be discussed if it relates to something on your Register of Interests form. You must declare the interest and leave the room while the matter is dealt with.

MATTERS ARISING
To consider any matters arising from the above minutes.

A Member asked in regard to Joe Mackintosh from Seachange and that had contact been made with him, it was advised that he was to be invited to the next meeting.
The Chairman requested that item 10 be removed from the agenda as no contact had been made from County Councillor Parkinson-Hare.
RESOLVED:
That item 10 access difficulties for buses along Deneside be removed from the agenda.

ROMAN PLACE, GREAT YARMOUTH
A report will be given by Robert West, Local Highway Engineer, Norfolk County Council on who is responsible/owner and for parking/maintenance.

The Committee considered the report from Robert West which gave answers to questions that had been raised by Councillor Robinson-Payne.
Councillor Robinson-Payne raised concern regarding car parking within the area and stated that complaints had been received from residents and business owners.
Peter Fitzgerald stated that when contacting the police on this matter it would need to be made clear that the issues raised were based upon parking obstructions. Councillor Sutton reiterated this and that a long term solution needed to be sought to move this matter forward.
It was suggested that Stephen Betts, Norfolk Police and Crime Commissioner, the Chief Constable from Great Yarmouth Police and Robert West, Local Highway Engineer be invited to the next meeting to report on this matter and that this could then be referred to cabinet.
RESOLVED :
That Stephen Betts, Norfolk Police and Crime Commissioner, the Chief Constable from Great Yarmouth Police and Robert West, Local Highway Engineer be invited to the next meeting to report on this matter and that this could then be referred to cabinet.
The report from the Conservation Manager is attached.

The Committee considered a report from the Conservation Manager which gave an update in relation to the Waterways.
RESOLVED :
That once an Architect had been appointed, Darren Barker Conservation manager, be invited to attend a future meeting to provide an update on this matter.
A copy of the minutes of the inaugural meeting are attached.

The Chairman reported on the Minutes from the Waterways Working Group meeting on the 2nd November 2015.
Councillor Sutton expressed support of the idea for an Open Air Theatre and suggested that events could be held around the Waterways area of the sea front and that this could potentially benefit other concessions. Although concern was raised in regard to the Heritage Lottery Fund and that the view may be to return the Boating lake to how it was in 1920. The Chairman informed that the plans were to return it to its original state of 1920.
Jane Langley, PoNy representative, informed the Committee that the Southwold Pier Memory Plaques would cost £295 for a small plaque and £350 for a large plaque.
Councillor Fox raised concerns regarding the Beach Huts and was informed that this matter was pursued by County Councillor Castle.

TRADING ON THE FOOTWAY AT BROAD ROW/GEORGE STREET
Cabinet had deferred this issue pending advice from Norfolk County Council Officers.
The County Council had stated that they had no objections to the trading line remaining at Broad Row and George Street as part of the Borough Council's licensing arrangement alongside Regent Road.
However, if there was a requirement to replace the white lining with something different, the Borough council would need to find the funding.
RESOLVED:
That the County Council's comments in respect of the trading on the footway at Broad Row and George Street should remain as part of the Borough Council's licensing arrangement.

Councillor Sutton provided an update to Members and advised that contact had been made with Councillor B Coleman to raise the issue of the requirement to replace the white lines with an alternative and that funding would be requested from the Town Centre Initiative budget. Councillor Sutton confirmed that he had a meeting scheduled with Kate Watts in regards to this matter also.

20 MPH WARNING SIGNS AT ALDERMAN SWINDELL PRIMARY SCHOOL.
Cabinet had sought advice from Norfolk County Council officers on this issue.
With regard to the speeding around the Alderman Swindell Primary School, the County Council had stated that 20 mph would be an advisory limit to be funded from local community resources.
Ward Councillors had donated part of their ward budgets to provide the necessary signage at the school.
RESOLVED:
That Cabinet note that arrangements are already in place with regard to the provision of the necessary signage at the Alderman Swindell Primary School.
A report from PoNY would also be given at the meeting.

Josie Fitzgerald confirmed that the a total of £4020 had been received from 3 Councillors Ward Budget payments and that unfortunately the school had not contributed.
Councillor fox paid thanks to PoNY for their dedication to this matter.
Councillor Sutton pointed out to the committee that Norfolk County Council were considering the placing of a traffic order across Norfolk, and that this would mean that schools could enforce a 20mph restriction. The Chairman suggested contact be made to County Councillor Castle for an update on this.

FUTURE WORK PROGRAMME
March 2016
(i) to invite Charles Beardall of the Environment Agency to give an updated report on the major scheme to improve the river defences on the Yare and Bure riversides in Yarmouth. (He spoke to YAC two years ago in advance of the first tranche of the work in Southtown).
(ii) to invite David Glason, Group Manager - Growth, to give a presentation on the planning designation of Riverside regeneration areas in Southtown, Cobholm, North Quay and The Conge.
(iii) to invite Joe Mackintosh, CEO, Seachange Arts, to give a presentation on the Fountain Bar, St.Georges Park.

A Member raised concern regarding the changing to a Committee Form of Governance from May 2016 because under the new structure items for consideration would no longer be able to be referred to Cabinet to determine.
