DECLARATIONS OF INTEREST

APPOINTMENT OF VICE CHAIRMAN
To consider the appointment of Vice Chairman.

Councillor Smith was nominated as the Vice Chairman.
RESOLVED:
That Councillor Smith be appointed as the Vice Chairman for the 2014/2015 municipal year.
To confirm the minutes of the meeting held on 23 April 2014.

To consider an update on the progress of the works to the Market Gates Bus Station.

The Committee considered the report from Norfolk County Council on the new electronic signage installed within the bus shelters at Market Gates. The Cabinet Secretary reported that the electronic signs were now installed in each of the bus shelters.
A member asked for clarification on response times for repair of the electronic screens and if all the bus shelters, could be covered.
RESOLVED:
That the report be noted.
The proposed Work Programme for 2014/15 is attached. Members will be asked at the meeting to identify any other issues for consideration.

The Committee considered the Work Programme for 2014/2015 and discussed the following additions:-
* Seachange Arts - review of activities and services provided by Seachange Arts.
*Car Parks - It was agreed that car parks should be looked at including the Council's charging policy in light of the Transformation Work that had been taking place.
*Committee System - It was agreed that the Committee should look into the cost of implementing a committee system and consider the benefits and negatives.
*Market Place Management - to review the operation of the Market Place.
*Review of Allocations Scheme - review of operation October 2014.
A Member asked if when the Town Centre Partnership Annual report was presented to Scrutiny if the Town Centre Manager could be asked what the Town Centre Partnership were doing about the decline of the Town Centre.
It was agreed that the following items would be discussed at the next meeting:-
Bus Station Update
Budget Update
Annual Monitoring Report
RESOLVED:
That the Work Programme 2014/2015 be agreed subject to the additional items being included.

EXCLUSION OF PUBLIC
In the event of the Committee wishing to exclude the public from the meeting, the following resolution will be moved:-
"That under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the meeting for the following item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraph 1 of Part I of Schedule 12(A) of the said Act."
