The Planning Group Manager reported the salient areas of the application to Members as they surveyed the application site. The Planning Group Manager reminded Members of the guidance contained within the National Planning Policy Framework and the relevant Great Yarmouth Borough-Wide Local Plan Policies, Core Strategy and Interim Housing Land Supply Policy.
The Committee undertook a site visit of the proposed application site whereby local objectors took the opportunity to voice their concerns to the Committee.
Local residents objected to the application on the following grounds:-
- drainage issues
- over-development of village
- loss of agricultural land
- unsafe access from junction onto Tower Road
- open water area currently serving as duck pond needed to be fenced in to prevent a potential drowning incident
- extra traffic using village
- village had insufficient infrastructure to cope with new development
- five pedestrian crossings in vicinity too dangerous
- lack of pathways
- speeding traffic and village used as rat run between Martham and Filby
- poor visibility to site entrance
- loss of trees and hedgerows
- could set a precedence for future planning applications
- no need for more housing in village
- keep Fleggburgh as a village and not a town
- risk of flooding from surface rain water
- contrary to Council's Core Strategy.
- the large Village development in Fleggburgh.
The Planning Group Manager thanked the local residents for voicing their concerns. On the return journey to the Town Hall, the Members visited "The Village" in Fleggburgh to enable Members to view the new housing development which the local residents had referred to in their letters of objection.
The Planning Group Manager reported that the application would be discussed at the next Development Control Committee scheduled for Wednesday, 10 August 2016 at 18:30 in the Council Chamber, Town Hall, Great Yarmouth.
