The Monitoring Officer reported that the term of office for Mr Oram, the Independant Person to the Standards Committee would expire in November 2016. The Monitoring Officer reported that Mr Oram had always given sound advice to the Committee as he had a wealth of experience as he ran his own consultancy business offering advice to a number of Local Authority Standards Committees.
The Monitoring Officer reported that a number of Local Authorities in Norfolk had worked in partnership and placed an advertisement in the press for the position of Independent Person to work across a number of Council's.
The Monitoring Officer reported that four people had responded to the advertisement and Mr Oram, was one of the respondents. Great Yarmouth Borough Council was now legally able to appoint an Independent Person as the position has been advertised.
The Monitoring Officer asked whether the Committee wished to undertake an interview process or re-appoint Mr Oram.
A Member felt that an interview process should be undertaken to ensure that the Council adhered to its transparency policy. However, the majority of Members felt that Mr Oram had always offered sound advice to the Committee and he should therefore be reappointed in November.
RESOLVED:-
That the Committee recommend that Mr Oram be re-appointed as Independent Person to the Standards Committee for another term of office with effect from November 2016.
