The Head of Sewage Collection at Anglian Water reported that Anglian Water was taking the matter of flooding at the White Horse roundabout seriously and that they were exploring a solution which they thought would cost in the region of £1.2m and could include solutions such as off line storage to take the waste when flash flooding takes place and then place this into the sewers later, hydro breaks to slow the flow and divert the flows to other places. Although this is a complex issue it was hoped that it would be resolved by September 2019. Anglian Water were looking at partnership working with other agencies and were looking at an alternative route for the sewage to get to the Suffolk Road pumping station.
Anglian Water reported that they would look at each property individually and would look at property level protection measures like covering air bricks and diverting roofwater.
Mark Odgen from Norfolk County Council Flood Management Team stated that Norfolk County Council has a statutory duty to investigate any property that has been flooded. They also work on projects with Anglian Water and Great Yarmouth Borough Council on areas across the borough including the White Horse roundabout area.
It was reported that the Highways Agency had stated that in Coastal Towns they would carry out work to alleviate the road water being taken away.
Glen Buck from Great Yarmouth Borough Council Environmental Services reported that Great Yarmouth Borough Council works in partnership with Norfolk County Council, Anglian Water and others such as the Internal Drainage Board to help identify problems and to suggest and comment on solutions. The Borough Council continues to seek resolution with the responsible agencies on behalf of the residents and ask the local residents if they do get flooded to contact the Borough Council and they would pass all the details onto Norfolk County Council and to Anglian Water.
Mark Odgen reported that due to budgetry constraints the Highways Agency have reduced the amount of drain clearing that they carry out and the gulleys are now only cleared once a year.
Councillor Williamson stated that flooding in the White Horse area has increased even in prolonged rain. The dike behind Burgh Road is also full and asked what the internal drainage board would be doing to help with this.
A resident reported that in August 2016 there was flash flooding on Burgh Road and when they called Anglian Water they told them to ring Norfolk County Council who was responsible. Concern was also expressed at houses on Burgh Road smelling inside of Sewage from the drains and toilets. One resident stated that they were flooded with sewage in their house and they had an 11 week old baby in the house at the time and Anglian Water refused to pump their house out or clear it up as they said that it was diluted down.
It was agreed that a leaflet of numbers to call would be passed onto the Council to distribute to the local residents.
Anglian Water reported on their Property Level Protection rolling programme stating that they would be happy to provide the Council with a progress report every 2 months and attend the area committee again in 6-9 months time to give a verbal update.
The Norfolk Constabulary Representatives asked if the public could also call the police so that they can stop traffic driving through the water and flooding the houses more.
