The minutes of the meeting held on 29 January 2014 were confirmed. 

5 RECOVERY AND FOLLOW UP FROM THE TIDAL SURGE EVENT ON 5/6TH DECEMBER
  • Facts and Figures - properties affected and costs 
  • Debriefs and reports
  • Flood Support Schemes
  • Flood planning, including revised Flood Warning Areas
  • Future flood protection and sandbags policy

Jan explained the remit of the group which feeds back the findings after an event.

The findings from the 5/6th December 2013 event felt the following actions should be investigated:- 

-Produce a template for minutes and notes taken during an event.
-Better scheduling of meetings.
- To meet after the Environment Agency model mapping takes place as this takes 6 hours. 
- Review security level clearance.
-Review multi agency holding area.
-Consider how coastal erosion fits into the tactical flooding plan.
-Review responsibility for evacuation plans (police have reviewed their plan).
- Review voluntary and faith sector deployment (consider Local Authority Providing staffing levels).
-Environment Agency to provide familiarisation sessions with Category 1 responders.
- Deter sightseers, include this in the media plan.
-Review tactical co-ordinating group locations. (Gorleston Fire Station suggested as a location but Fire Service stated that they used this as a holding area).

The Group then spoke of the recent Flash Flooding - The Environmental Services Group Manager reported on a recent meeting about the drains.  The Fire Service stated that it was a health hazard as they were wading through raw sewage which is becoming a more common occurrence.  Jan then spoke of the Water Surface Management Meeting. The Chairman stated there needed to be more drainage/pipework.  Jan stated that he had spoken to Anglian Water who state that there is not an Infrastructure issue in the Borough but the Council was investigating this issue further.

Flood Support Scheme
Residents that were flooded in December have the option to apply for funding upto £5,000 and residents in the Lichfield Road and Runham Vauxhall areas had applied for this.  It was reported that there was a separate business support scheme but there had been very little take up of this.

Flood Planning
A meeting had been held this week to look at flood warning areas as these should be more Neighbourhood Friendly.

Future Flood Protection and sandbag policy
It was reported that the Council wouldn't issue sandbags for flash flooding.

6 INCIDENTS SINCE LAST MEETING
  • Flash flooding of 27 June 2014

It was reported that there were more properties flooded on the 27 June 2014 thank on the 5/6th December 2013 as there were 15 properties that flooded internally.

On the 13 July 2014 Flash Flooding peoples gardens and driveways flooded and this was the sewage system overflowing.


7 COMMUNITY RESILIENCE

(i) Inaugural meeting of the Norfolk Resilience Forum Community Resilience Group

It was reported that the group had met 10 days ago and would be meeting again tomorrow.

(ii) UEA student work experience scheme 

This is the 4th year in a row that four students had been on the work experience scheme.  Mind were currently looking at Community Groups making DIY flood boards.  Training would be arranged for resilience volunteers around first aid, 4x4 driving and a fire station visit.  It was reported that a Rest Centre exercise wold be held either at Lynn Grove High School or Ormiston Adventure Academy on 27th September 2014.

(iii) GY Mutual Business Support (john Moorse)
 
It was reported that a small group of businesses had met to discuss how they could support the borough in a flooding event and another meeting would be arranged in the near future.  The businesses that attended included Pasta Foods, Guardline and the Powerstation.
 
8 NORFOLK RESILIENCE FORUM UPDATE
  • Norfolk Prepared week, 20-27 September 2014

It was reported that the Norfolk Prepared week would be held from 20-27 September 2014, which is a coordinated effort across the whole of Norfolk.  Great Yarmouth would be holding an event in the Market Place on the 24th September 2014.

The Norfolk County Council representative thanked Jan and Glen Buck for their hard work with the community.  A civil contingencies and emergency leaflet was tabled.

It was agreed that the next meeting would be held on Tuesday 13 January 2015 at 2pm in the Council Chamber.
