3 ELECTION OF CHAIRMAN

To elect the Chairman for the Gorleston Area Committee for the 2017/2018 municipal year.

Councillor Wainwright was nominated and elected as chairman  for the 2017-18 municipal year.

 

RESOLVED:

That Councillor Wainwright was elected as the Chairman of the Gorleston Area Committee for the 2017-18 Municipal Year.

 

4 ELECTION OF VICE-CHAIR

To elect the Vice-Chairman for the Gorleston Area Committee for the 2017/2018 municipal year.

Councillor B Walker was nominated and elected as Vice-Chairman  for the 2017-18 municipal year.

 

RESOLVED:

That Councillor B Walker was elected as the Vice-Chairman of the Gorleston Area Committee for the 2017-18 Municipal Year.

7 UPDATES

 

To consider the following updates:-

  • Update from Councillor Plant on the Highways England Open Day at the Forum in Norwich.
  • Kennedy Avenue/Wadham Road Update.
  • Update on who to call leaflets distributed by Councillor Wainwright to residents.
  • Anglian Water update.
  • Gorleston High Street Toilets update.

(i) Highways England Open Day at Forum in Norwich

 

Councillor Plant reported on the Open Day at the Forum in Norwich stating that work would be carried out to the Roundabout at the end of the Acle Straight, Improvements would be made to the footbridge at the train station, the road layout leaving Asda would be changed so that vehicles could turn right,  Fullers Hill roundabout size would be reduced along with Gapton Hall Roundabout works.  Councillor Plant stated that Highways England were proposing to have signals at the Gapton Hall Roundabout and he would be recommending that this as not. He reported that £50m would be spent in Great Yarmouth to alleviate some of the traffic issues.

 

The Chairman asked if Councillor Plant could ask Highways England at the meeting in Bedford to install new signs at the Beacon Park Roundabout A47/A143 to encourage people to use this route.

 

(ii) Kennedy Avenue/Wadham Road Update

 

It was reported that the work to be carried out to Kennedy Avenue and Wadham Road had been signed off on the 19th June 2017 and work would commence in August 2017.  The public were thanked for their patience in this rather protracted issue as the revised scheme had resulted in 23 objections being reduced to 5.

 

(iii) Update on 'Who to Call' leaflets distributed

 

Councillor Wainwright reported that he had delivered at least 3 different leaflets with numbers on stating who residents should call to approximately 100 houses.

 

A resident who had not received a leaflet would be sent a leaflet and Councillor Wainwright would speak to Anglia Water about their case.

 

(iv) Anglian Water Update 

 

Councillor Wainwright read out the following update received from Anglian Water:-

 

Concerns about compensation and internal flood mitigation measures

 

Following the last meeting, our Customer Liaison Manager Justin Arnold has spoken with all customers who raised concerns about compensation and mitigation measures for internal flooding.  It is my understanding that these have now either been resolved with the customer or are in the process of being resolved with surveys being carried out at present. If anyone has any outstanding issues, please email us at Gorleston@anglianwater.co.uk

 

Developing a multi-stakeholder solution to surface water management

 

We are continuing to work closely with Norfolk County Council on the development of a surface water management strategy.  In our discussions, we are ensuring that Gorleston is prioritised within this.  Discussions and optioneering are ongoing and we will keep the Gorleston Area Committee updated with any outputs.

 

Cascade near the White House Roundabout

 

At March's meeting, we discussed a cascade in the current sewer which could have been impacting flood risk at the White Horse Roundabout.  Our teams have since carried out some work to reduce the amount of standing water in the network, which we believe will have a positive impact during heavy rainfall.  We are currently looking at the modelling for the impact this will have on flood risk reduction during heavy rainfall, but we felt it critical to get this done as soon as possible.  We will communicate the outcome of our modelling work to the committee once it is carried out.  Equally, the impact of the work should become apparent the next time there is a storm event.

We have also put into place a programme of regular maintenance and inspection in and around the cascade to make sure that the network is functioning to the best of its ability.

 

(v) Gorleston Toilets Update

It was reported that the refurbishment of the Toilets in Gorleston High Street had been completed and that Councillor Wright would speak to the Director of Customer Services to arrange for the installation of a waste bins.

 

 

 

8 PUBLIC QUESTION TIME

(i) Roundabouts

 

Concern was expressed at the roundabout at the bottom of Victoria  Road where there had been near miss accidents due to the roundabouts being overgrown which restricts peoples view.

 

Councillor Plant reported that the Council's Director of Customer Services was currently in talks with Highways England about the Council taking on responsibility for the maintenance of the roundabouts across the Borough and it was hoped that the result of this would be know by the next Area Committee.

 

(ii) East Anglian Way Development

 

It was reported that the Council's Planning Department had now received a planning application for a development and concern was expressed at access to the site.  It was pointed out that access to the site would be through the playingfield and any further concerns relating to the development should be sent directly to the planning department.

 

(iii) Grass cutting on the Cliffs

 

A Member of the public queried if the grass on the slopes of the cliffs was still being cut by a robot as it was looking long.  Councillor Pratt stated that as far as she was aware this had been cut twice recently but would look into this issue.

 

Councillor Plant reported that he had held a meeting today with GYB Services and Norfolk County Council about the condition of the town in relation to grass cutting and weed control as he felt that this was lacking the care and attention that this used to receive and this was being addressed.

 

(iv) 20 mph speed restrictions in High Street

 

The Committee discussed the newly installed 20 mph speed restrictions installed in the High Street and Councillor Plant pointed out that these would be made more visible.

 

The Council's Community Development Officer asked if there were any volunteers to train to be a community speed watch volunteer.

 

 

9 EXCLUSION OF PUBLIC
In the event of the Committee wishing to exclude the public from the meeting, the following resolution will be moved:-

"That under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the meeting for the following item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraph 1 of Part I of Schedule 12(A) of the said Act."
