Apologies for absence were received from Councillors Bird, Jones and Robinson-Payne.

Councillor Waters-Bunn asked in relation to item 8 and she was advised that Ian Parkes of the Transport and Infrastructure Steering group would be contacted to discuss concerns raised.

Julie Duffield, resident raised some concern in relation to the speed of vehicles travelling down Nottingham Way and stated that she felt speed bumps needed to be introduced, she also discussed concerns in relation to the traffic light system on Yarmouth Way which had been re-located by Norfolk County Council, it was advised that Norfolk County Council had previously advised that the electrics were still in situe at the previous location. County Councillor Castle suggested that Norfolk County Council be asked to undertake a site visit to investigate this matter, the Chairman suggested that this matter be referred to the Transport and Infrastructure Steering Group.

 

Mr Bond, resident reiterated the concerns that he had raised at the previous meeting of the Yarmouth Area Committee, the Chairman suggested that a further email be sent to the Head of Customer Services and Property and Asset Management to state the concern Mr Bond has in respect of noise and pollution created from lorries parking at the Beach Coach Station.

The Committee considered the Head of Customer Services report which addressed questions raised by Councillor Walch on behalf of the Yarmouth Area Committee in relation to currently unused land on Beach Coach Station Car and Lorry/Coach Park and the need by local Guest House Owners for additional parking. 

 

Councillor Walch stated that he felt this matter had still not been addressed appropriately but recognised that this area had now been ear-marked for use and therefore felt this matter should be brought back to the Committee at a later date. County Councillor Castle suggested that the Committee write to the Head of Customer Services stating their disappointment and asking that the area in question be brought back in to use after it has been used for the Venetian Waterways.

 

 

 

To consider a report from the Travel Information Officer, Travel & Transport Services at Norfolk County Council.

The Committee considered a report from the Travel Information Officer, Travel & Transport Services at Norfolk County Council which provided an up to date position on scheduled improvement works to Yarmouth's Market Gates Bus Station which will be delivered over the coming period December 2017 to March 2018.

 

County Councillor Castle reported on the need for a small public convenience facility at the Market Gates bus station in order to enhance the station and asked the Committee for their support in recommending to the appropriate Service Committee at the Borough Council that this matter be investigated. Some concern was raised in relation to the closure of other local public convenience facilities within the Parishes. 

 

RESOLVED :

 

(1) That the Committee note the Travel Information Officer's report on improvements to be delivered by Norfolk County Council between December 2017 and March 2018.

 

(2) That the Committee recommend to the Borough Council's Environment Committee that consideration be given to securing a unit under Market Gates in order to develop more user-friendly public toilets to replace the existing ones which do not enhance the appeal of the Town Centre.

 

 

8 THE WINTERGARDENS

 

To discuss the repair and restoration of the Wintergardens.

The Chairman advised that a site visit to the Wintergardens had been undertaken by a Wintergardens Sub-Committee at the Borough Council. He advised that the Borough Council were investigating funding opportunities from the Heritage Lottery Fund and that a Business Plan was to be drawn up.

 

Some concern was raised in relation to the windows in place at the Wintergardens and how it was felt that there was a definite need for a strong Business Plan to deliver a financially viable product.

 

It was suggested that this matter be brought back to the Yarmouth Area Committee at regular intervals in order to keep the Committee up to date with any progress.

 

 

9 ANY OTHER BUSINESS
To consider any other business as may be determined by the Chairman of the meeting as being of sufficient urgency to warrant consideration.

CO-OPTED MEMBERS

The Co-opted Members who had served on the Committee for the 2017 Municipal year were reaffirmed en bloc as co-opted to the Committee for the 2017/18 Municipal Year.

 

Councillor Walch nominated a further co-opted Member to the Committee, Mr Roger Silver, Rose Association.

 

RESOLVED :

 

That County Councillors Castle and Smith-Clare, Dr J Langley, Mrs J Langley, Mr P Fitzgerald, Mrs J Fitzgerald, Mrs V Pettit and Mr R Smith be co-opted to the Yarmouth Area Committee for the 2017/18 Municipal Year.
