It was noted that apologies for absence had been received from Michael Boon and Councillors Hacon and A Grey.

3 PRESENTATION

Presentation on the Great Yarmouth Town Centre Master Plan.

Kate Watts, Transformation Programme Manager introduced herself to Members of the Committee and summarised her role. Members were provided with a brief overview of the Town Centre Master Plan and its aims and objectives. It was advised that  an independent consultant Carter Jonas had been commissioned to devise the Master Plan.


It was reported that a large public consultation was due to take place and that this was likely to be held in September.

 

In discussion, it was advised that an 'app' facility had been suggested to enable families and or visitors to the town to be able to follow the Heritage routes of the town, Councillor Williamson asked if the app facility would work wider than the Town Centre, it was advised that all options would be looked in to.

 

A question was raised in relation to the reporting of incidents within the Town Centre, the Transformation Programme Manager advised Members of the 'GY Report it' app. It was agreed that the Member Services Officer would send information of the app to all Members of the Partnership.

The Chairman reported that he had spoken with Kate Watts in relation to the need for a tourist booking office within the Town Centre, she said that the Borough Council hoped to rent out the market stall used as a booking office for the ice skating to a market trader.

 

Paul Davies suggested the use of an online booking system, but advised that this method would be costly. He also asked if Jonathon Newman of the Town Centre Partnership had been approached. The Chair confirmed he had had a discussion with him.

 

Alan Carr, Group Manager Tourism and Communications pointed out to Members the need for clear objectives  to be established for the booking office before a business plan can be produced.

 

It was agreed that the Chairman and Paul Davies would arrange to meet with Jonathon Newman to discuss the need for a booking office within the Town Centre.

 

 

  • Borough Strategy for Arts and Culture.

 

It was reported that John Knell's report on the Borough Strategy for Arts and Culture had now been deferred until June 2016.

 

Councillor Williamson advised that modifications were required on the report before publication.

 

It was agreed that the Chairman would speak to Councillor B Coleman to find out further information as to when the report will be completed.

 

  • Heritage Map on Tourism site and printed copies.

 

Councillor Williamson advised that he had looked at the map that is available on the tourist information website and stated the importance of the map being available for all to see. He had spoken with Paul Patterson about his map and the need for some amendments and modifications before it could be used.

 

Lorraine Finch suggested that copies of the map be brought to the next meeting for all members of the Partnership to look at.

 

It was agreed that a meeting be arranged with Alan, Paul and Kirsty Burn to continue to work on the heritage map, Councillor Williamson advised that he would be happy to attend the meeting on behalf of the Cultural Heritage Partnership and the Preservation Trust.

The minutes of the Awareness group meeting held on the 19 April 2016 were noted by the Partnership.

 

 

7 WORKING PARTY

To discuss the progression of the Branding work stream to promote the Partnership.

Councillor Williamson suggested a meeting be held on the 7 July at 10am to discuss the Branding work stream of the Partnership.

 

It was agreed that the Chairman, Peter Jay, Don Edwards, Andrew Smith, Robin Hanley and Kate Watts be asked to attend.

 

 

8 FUNDING OF WORK OF PARTNERSHIP

To be discussed at the meeting.

The Chairman advised that a letter had been written to the Borough Council's Chief Executive Officer asking for funding for this year, she had said that she would look into ways in which the £3,500 under spend from last year could be carried over, a letter had also been sent to the Leader of the Council to the same effect but it was advised that to date no further response had been received. 


It was agreed that the Chairman would contact both the Chief Executive Officer and the Leader of the Council again.


Darren Barker, advised that Great Yarmouth Borough Council have stated that the costs occurred during the Cultural Heritage Conference will be underwritten by the Council.



9 MEASURING ATTENDANCES

To be discussed at the meeting.

Charlotte Paddock reported that it had only been possible to collate attendance figures from venues that were already measuring their attendances. She advised that this information was currently being collated although it was a lengthy process.

 

Darren Barker advised that there was no extra funding available to be able to assist in helping venues that are not currently measuring attendance.

 

Alan Carr advised of a system called T stat that is used by the Borough Council. The Chairman asked if the figures that they had collated could be passed on to Charlotte for information.

 

It was agreed that Charlotte would provide a report on the collated figures at the next meeting.

 

 

10 WALK OF FAME

To be discussed at the meeting.

The Chairman reminded Members of the Walk of Fame that had been recommended by Peter Jay.

 

Concern was raised in relation to the funding needs of the proposed project and the need for a sustainable working programme.

 

The Chairman suggested that Peter Jay meet with a small group of Members of the Partnership to collate further ideas for the Walk of Fame.

 

 

11 PROMOTION OF CULTURAL HERITAGE PARTNERSHIP

To be discussed at the meeting.

The Chairman advised Members that he had spoken with Ann Edwards and that an article had been placed in the Great Yarmouth Mercury.

 

Darren Barker agreed to provide an article on Heritage for the next coloum.

 

 

12 CULTURAL HERITAGE CONFERENCE 2016

To be discussed at the meeting.

Charlotte Paddock advised that the conference was due to be held at St George's Theatre on Thursday 20 October. A copy of the proposed posters for advertising the event was circulated to Members. She advised that the price of a ticket would be £25 and an online system was to be made available for attendees to purchase tickets.


Charlotte reported that the conference was to be run in connection with a "Neighbourhoods that Work" event which was due to be held on Friday 21st July to encourage engagement through Local Community and Heritage. Guest Speakers would be presenting at the event and the following speakers had been confirmed to date :-

  • Anna Key - Landmark Trust
  • President of Institute of Historic Buildings 
  • John Scopethorpe
  • David Allen 
  • Ester Graham
  • Simon Robinson

Lorraine Finch advised that she would pass the information of the conference to the Institute of Conservation (ICON).

 

 

13 FUTURE CULTURAL HERITAGE EVENTS

To discuss future Cultural Heritage events.

  • Food Festival - It was advised that this event had been postponed for this year.

Liam Murphy provided Members with a brief overview of "What Next" and advised the Partnership that a meeting was due to be held this Friday at 10:30 at room 101, at Seachange Arts.

Vicki Mileham reported on a Heritage day event to be held in Priory Gardens on the 11 September.

The Partnership to agree the date, time and place of the next meeting.

The Partnership agreed that the next meeting be held on the 20 September at 10:00am.
