Council received for information the Deputy Returning Officer's report which detailed the results of the Local Elections held on Thursday 5 May 2016. Councillor Wainwright recorded his thanks and appreciation to all staff for their work regarding the recent Local Elections.

Council considered the Director of Housing and Neighbourhood's report which asked Members to approve the development of the Venetian Waterways and Boating Lake Project and to establish a dedicated Project Board to pursue a stage 2 application to the Heritage Lottery Fund in August 2016.

(1) That approval be given to the pursuit of a stage 2 submission in August 2016 to the Heritage Lottery Fund based on the contents of the Director of Housing and Neighbourhoods report and with the noted match funding commitments in section 3 of the report.

 

(2) That approval be given to establish a dedicated Waterways Project Board to meet the requirements of the Heritage Lottery Fund, the Board to oversee the development of the project and will provide the Council with the ability to respond swiftly to project decisions to meet the funders requirements, and the project will form a "Key Project" for the Council and will be monitored and reported through corporate performance measures monthly.

 

(3) That Councillors B Coleman, Jones, Smith and Williamson be appointed to the Waterways Project Board, with one additional seat representing Great Yarmouth Preservation Trust and two further seats representing Community Stakeholders (Waterways Action Group and People of North Yarmouth) to fulfil requirements around partnership and community involvement.

4 MINUTES OF MEETINGS

The Mayor presented the minutes of the Council meeting held on the 12 April 2016.

 

With regard to the item regarding Councillor Collins, the Leader reported on former Councillor Collins current state of health and Council agreed to send best wishes to him for a speedy recovery.

 

With regard to the item relating to the motion on the devolution deal for the East, Members noted that no response had been received as yet from the Minister for Communities and Local Government and Council agreed that the Corporate Governance Manager should pursue a response from the Minister on this matter.

 

With regard to the Council agreeing a motion in respect of the Councils comments on the British Steel Industry Councillor Wainwright asked that the response from the Prime Minster on this issue should be pursued.

 

With regard to devolution issues, Councillor Walker raised the issue of the devolution meeting held yesterday and whether the Council had been advised of the outcome of this meeting.

6 EXCLUSION OF PUBLIC
In the event of the Committee wishing to exclude the public from the meeting, the following resolution will be moved:-

The Monitoring Officer reported that the Articles of the revised Constitution had not included reference to the Area Museums Committee and to the Joint Consultative Committee. Accordingly Council now considered the proposed Articles for inclusion in the Council's revised Constitution.
