The minutes of the meeting held on the 21 October 2014 were confirmed subject to an amendment to item 5(ii) regarding the A12 roundabouts with the words "county funding" being replaced by the words "Highways Agency".

5 ACTIONS
To receive an update on any actions raised at the last meeting.

(a) Barnard Close

The Leader reported that further signage had been erected in this area and that the matter had now been dealt with.  He reported that the Council's Enforcement Officers were making regular visits to this area.

(b) Benches in Gorleston Cemetery

Councillor Williamson confirmed that the order for the benches had been placed and would be returned to the Gorleston Cemetery but that he needed advice as to where the benches would be located.
  
6 GORLESTON CONSERVATION AREA COMMITTEE
To receive an update from the Gorleston Conservation Area Committee on the work carried out since the last meeting.

In the absence of the Chairman, Norman Ward reported that since the last meeting there had been one formal and one informal meeting.  At the formal meeting a member of the Strategy Planning Department of the Borough Council had advised that there will be six weeks of public consultation commencing in March on the listing of local buildings and of open spaces.  Details of the consultation will be widely advertised.

The coastal path and the need to sign-post walkers to the amenities of Gorleston and particularly to the High Street was discussed.

The next formal meeting would be on the 3 February in the Community Room at Charter Close.

Councillor Williamson confirmed that consultation was ongoing about local listings in Gorleston and that if approved these would be attached to the Local Plan.


7 CYCLING IN GORLESTON
To receive an update on Cycling in Gorleston from Activating CIC.

Neil Turner from Activating CIC gave an  update on cycling in the areas of the Lower and Upper Promenades at Gorleston.

Neil Turner reported that CIC undertakes community projects in the Borough and 12,000 people are involved each year. He stated that it was a good idea to open up public cycling on the Gorleston Promenade but that consideration should be made for all users.  He stated that it would be good if there was a circular route rather than just up and down the Lower Esplanade.

Neil Turner reported that that the Great Yarmouth project which is run in Great Yarmouth would be prepared to deliver a cycling proficiency course in Gorleston free of charge in the Summer of 2015.  He would speak to the Neighourhood Policing Team about this proposal.  He also stated that there were courses for toddlers and for the over 70s as well.

The Leader confirmed that at the present time no cycling was allowed on the Upper Promenade and that, in fact, larger signs had been installed advising the public that cycling was not allowed along the Upper Promenade.

A member of the public stated that a considerable amount of elderly people use the Upper Promenade which would conflict if cycling was allowed in this area.  The Leader confirmed that the Borough Council had no proposals to allow cycling on the Upper Promenade at any time in the future.  He also stated that despite the erection of the signs, the Police were not able to enforce this no cycling regulation.
 
In conclusion the Chairman thanked Neil Turner for his presentation.
8 PUBLIC QUESTIONS (15 MINUTES)

(a) Emmanuel / Brasenose Avenue - Light on Bend

A member of the public reported that the light on the bend of Emmanuel / Brasenose Avenue was out.  The Leader reported that this was a major cable fault but that he would pursue the replacement of this light.

(b) Crossing at Elmhurst Close across the Relief Road

A member of the public requested consideration be given to the provision of a crossing at Elmhurst Close across the relief road as this was a very busy area and was extremely difficult for pedestrians to cross.  The Leader reported that he was aware of this problem and had tried to persuade the Highways Agency to provide a crossing in this area.  County Councillor Walker reported that she would ask Norfolk County Council to investigate this matter.

(c) White Lion Steps and Old Buildings rear of Cliff Hill

A member of the public reported that this area was still in disrepair and asked when this would be rectified.  The Leader reported that this matter was currently in litigation but that he would ask for a formal response from the solicitors dealing with this matter as soon as possible.  With regard to the lights at Cliff Hill the Leader reported that this was a cabling fault but that he would pursue this matter.

(d) East Anglian Way Development 
 
 A member of the public asked for the current situation with regard to development at East Anglian Way.

The Leader confirmed that the Borough Council has not received any planning application to date for this site.  The Leader also clarified the level of advice that the Borough Council'd Planning Officers would have given to Badger Builders in respect of this area.

(e) Henry Sutton Novel entitles "Gorleston"  

A member of the public reported that it wsa the 20 year anniversary of the publication of the Henry Sutton novel entitles "Gorleston" and that this matter would be receiving lots of publicity.  Reference was also made to the Gorleston Sea on Sea Heritage Group (GOSH) being published as well at this time.

(f) Emmanuel Avenue Parking Problems 

Reference was made to issues of parking problems at Emmanuel Avenue and the Leader reported that this was, in fact, in the Traffic Management Programme and that Civil Enforcement Officers were regularly being sent to this site.

(g) Wheelie Bins 

A member of the public referred to the issue of wheelie bins on pavements in the area of old Gorleston and in particular in the area around the White Horse roundabout.

Councillor Pratt explained the current policy with regards to wheelie bins and stated that she would look into this particular issue.

To consider any other business as may be determined by the Chairman of the meeting as being of sufficient urgency to warrant consideration.
