Apologies for absence were received from Councillors Jeal and Martin, County Councillor Castle and Chris Walch.

 

 

2 DECLARATIONS OF INTEREST

 

You have a Disclosable Pecuniary Interest in a matter to be discussed if it relates to something on your Register of Interests form. You must declare the interest and leave the room while the matter is dealt with.

You have a Personal Interest in a matter to be discussed if it affects

Roman Place

 An update on Roman Place will be picked up under a separate agenda item.

 

Civic Society

Hugh Sturzaker - Chairman of the Gt Yarmouth Civic Society attended to introduce the aims of the society and distribute the 2nd annual report. The aims of the society include to promote and preserve old buildings such as looking at a possible reconstruction of a Town Wall Gate, and to assist in visually improving the area. Grants would be applied for and much of the work is undertaken by volunteers.

 

 

 

5 GREAT YARMOUTH COMMUNITY LAND TRUST

 

A verbal report will be given at the meeting by Valerie Pettit.

An overview of the Great Yarmouth Community Land Trust was given by Valerie Pettit.

 

Community Land Trusts are a way for people from a village, neighbourhood, town or city to get together and create a non-profit organisation for the good of their community. This could include acquiring the local pub, library or shop or building permanently affordable housing or work spaces.

 

The legal documents to establish the Great Yarmouth Community Land Trust have now been signed and they are beginning to look at properties which may be suitable for their first project. Application forms for membership were available for completion.

 

 

6 WINTER GARDENS

 

An update will be given at the meeting.

Lottery funding has been applied for and an update will be given in due course.

 

 

7 FORWARD PLAN

 

FEBRUARY 2020

 

(i) RIVER DEFENSE WORKS

Environment Agency to be invited to provide a speaker & report on the current works on Yarmouth riversides.

(ii) RAIL SERVICES

Abellio to be invited to provide a speaker & report on plans for Yarmouth services (special reference to potential for a long distance route to Stansted in 2025 franchise and to bring back half-hourly service standard. 

 

APRIL 2020

 

(iii) HIGHWAYS

To invite NCC Officers to present proposed measures to minimise traffic disruption during construction period of Third River Crossing.

 

(iv) GREAT YARMOUTH COMMUNITY LAND TRUST

To invite representative to present report concerning plans for acquiring buildings/land in Yarmouth town areas fro developing affordable housing units.

 

JUNE 2020

 

(V) BUS SERVICES

To invite Iain Rankine (First Bus) & Stephen Hewitt (ENTUA) to present on their plans for future of local services (including potential for routing change to no.9 service to link Gorleston/Shrublands/Southtown & Cobholm directly to the Rail Station forecourt & Market Gates to provide linkage for all rail passengers.

Councillor Wright suggested discussions regarding Bus Services are brought forward as June may be too late in the season. It was agreed to bring this forward to the February meeting and move River Defence Works back to June.

 

 

8 ANY OTHER BUSINESS

 

To consider any other business as may be determined by the Chairman of the meeting as being of sufficient urgency to warrant consideration.

Val Pettit has requested that Dementia Action Alliance be invited to a future meeting. Contact details were provided.

 

Manuel Mendonca attended the meeting from Comeunity and Herois do Mar, their role is to help with integrating people when they arrive in the area. They offer a range of services including english lessons, painting etc and will help anyone who requires it. 

 

 

9 DATE AND TIME OF NEXT MEETING

 

The next meeting will be held on Tuesday, 25 February 2020 at 7 pm in the Council Chamber, Town Hall.

In the event of the Committee wishing to exclude the public from the meeting, the following resolution will be moved:-

"That under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the meeting for the following item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraph 1 of Part I of Schedule 12(A) of the said Act."
