1 APOLOGIES FOR ABSENCE

4 MATTERS ARISING

(a) Roman Place

 

The Chairman asked for an update on Roman Place as the Committee had been waiting for a response for over a year. County Councillor Castle reported that the funding for works was in place but the County Council was dragging its heels.

 

(b) Voting Rights of Co-opted Members

 

The co-opted members asked whether they had voting rights at YAC meetings. The Executive Services Officer reported that they had voting rights but reminded the Committee that they were a non-decision making body.

 

 

 

 

5 RESPONSES TO MATTERS RAISED AT THE LAST MEETING

 

The Executive Services Officer will report responses received to issues raised at the last meeting.

(a) South Denes.



The Committee asked for an update regarding the illegal parking of caravans/trailers/motor homes at South Denes. The Executive Services Officer agreed to ask Jason Williams, Community Protection Manager, to provide an update at the next meeting.

 

Members voiced their concerns that this issue was Boroughwide. Residents were living in sub-standard caravan accommodation, particularly on Kitchener Road, which was a tragedy waiting to happen due to poor heating and cooking facilities. This issue should be raised with Gorleston Area Committee as they suffered with the same issues along Riverside Road in particular.

 

(b) Area of land fenced off behind garages at East Road.

 

The Executive Services Officer reported that Councillor Smith-Clare had met with the Environmental Services Team and the issue had been resolved. However, at the meeting, Councillor Smith-Clare reported that, once again, rubbish was building up in the area.

 

(c) Traffic disruption from the Third River Crossing.

 

The Stakeholder & Engagement Manager from Norfolk County Council had indicated that members of the project team had indicated that they would be happy to attend a future YAC meeting in the New Year to give more detail about the planned works, any likely disruption and how this would be managed/communicated.

 

(d) Car Park off High Mill Road, Cobholm

 

The Council has 26 private bays on High Mill Road, which are allocated to residents of High Mill Road by permit and all bays are currently occupied, there is a waiting list for residents wanting a bay when they become available. There is, however, a council free car park with access from Pasteur Road.

 

(e) Cemetery Wall repairs

 

Works started on site on 9 September 2019 at the North Denes Road section of the cemetery wall. This section will be completed before the contractors move to the East Road section of the cemetery wall. Each section will take 3-4 weeks to rebuild so all should be completed in 8 weeks.

 

 

 

6 PUBLIC QUESTION TIME

 

The public to ask questions or raise issues at the meeting.

Mr Bowles, a representative from the Allotments Association, asked the Committee to support him in asking for the existing Committee members to adhere to the Constitution and to treat all members, the majority of whom are elderly, on a equitable basis.

 

The Chairman suggested that the Committee write a letter of support to the Allotments Association Committee requesting to see the Terms of Reference and the date of the AGM to enable YAC Members to attend to support Mr Bowls and other committee members.

 

 

 

7 ANY OTHER BUSINESS

 

To consider any other business as may be determined by the Chairman of the meeting as being of sufficient urgency to warrant consideration.

(a) Future Work Plan Programme

County Councillor Castle asked that the Committee adopt a Future Work Plan programme. Any items for consideration to be sent to the Executive Services officer for inclusion.

 

(b) Lighting at the bottom of Market Row.

 

Mr Walch reported that the lighting was out at the bottom of Market Row and this caused safety fears for local residents. County Councillor Castle reported that he would report this to County officers.

 

(c) County Councillor Castle requested that a representative from the Civic Society & Portuguese Community be invited to attend the next meeting. 

 

d) The Boating Lake & Waterways  - there were issues with the disabled access in the Waterways and the lack of an accessible boat in the Boating Lake. Clarification was also required on the opening times of the North Drive toilet block and the opening times of the Boating Lake cafe in the winter. 



(e) PoNY support the connecting of the bus routes to the Railway Station as there are no bus routes that stop at the train station. Councillor A Wright reported that the Council should make strong representation to the bus companies to retain a strong local bus service to keep local residents connected. County Councillor Castle suggested that a representative from First Bus be invited to attend a future meeting.

 

(f) A PoNY representative reported that there was a lack of awareness of community groups and activities in the Yarmouth Area. members were supportive of this issue as good community connections was vital for healthy, vibrant communities. Councillor A Wright suggested that the Council should fund a community A-Z booklet to advertise what was going on in communities across the Borough. Councillor Martin suggested that this item be forwarded to the Housing & Neighbourhoods Committee for further consideration.

 

RESOLVED:

 

That the Committee request that the Housing & Neighbourhoods Committee consider the funding for the publication of a Boroughwide Community Connections A-Z booklet.

The Committee to note that the next meeting will be held on Tuesday, 10 December 2019 at 7 pm in the Council Chamber, Town Hall.

9 EXCLUSION OF PUBLIC

 

In the event of the Committee wishing to exclude the public from the meeting, the following resolution will be moved:-

"That under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the meeting for the following item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraph 1 of Part I of Schedule 12(A) of the said Act."
