Apologies for absence were received from Councillors Hammond, Robinson-Payne, Cordiner-Achenbach and Walch.

Fuller Hills - Roundabout

County Councillor Castle stated that he felt the works that had been undertaken at Fuller Hill Roundabout had been a success and was working well.

 

Cobholm

Councillor Waters-Bunn asked if concerns had been raised with the Transport and Infrastructure Steering Group, the Member Services Officer reported that the next meeting of the Steering Group was due to be held on the 26 September.

 

Coach Station Car Park

Councillor Smith-Clare noted that some coaches were now parking backwards as had been requested.

 

General Waste Bins

Councillor Wright asked whether anything had been put in place for the provision of more waste bins and pointed out the need for this to be addressed, it was agreed that this matter be raised with Environmental Health.

 

 

5 PUBLIC QUESTION TIME

Mr Bond asked in relation to the Beach Coach Station Car Park and whether the Council had made a decision on the use of the Car park located next to the Coach Station Car Park, he was advised that this car park was to be used for the Venetian Waterways overspill car park and that it had been agreed that this would be looked in to once the Waterways project had completed. Mr Bond also asked in relation to a proposed Planning application on the site and whether there had been a application submitted, he was advised that there had been no application submitted.

 

Mr Bond asked Members whether they were aware of the issues seen at the Wellesley Recreation Ground which had been related to drug using, Jean Langley reported that this matter had been discussed at the recent SNAP meeting and that the police were aware of issues and had advised that they would allocate further patrols to the area. County Councillor Castle reported that the tea hut within the facility was used by police as a Monitoring site and confirmed that this matter was being taken very seriously.

 

John asked in relation to overnight parking on North Drive, Shakespeare and Jellicoe Road and pointed out that this was causing an issue especially during the peak seasons and with the local bus companies, Members advised that this would be an issue for either the local police or Highways at the County Council and it was suggested that this issue be raised with the Transport and Infrastructure Steering Group.

 

 

6 BEACONSFIELD

The Chairman advised that he had spoken with the Head of Property and Asset Management who had confirmed that no negotiations had been held in respect of the use of the Beaconsfield.

 

County Councillor Castle reported that the field itself was protected by Fields in Trust and that Yarmouth schools had been given permission to use the field, however there had been no intention to change the use of or ownership of the site.

 

The PoNY representative reported that an article had been published in the local Mercury which had stated the Borough Council had received an initial enquiry in respect of the use of the Beaconsfield, although this was noted it was advised that no negotiations were to take place. Councillor Water-Bunn advised that a meeting was due to take place with Charter Academy and the Borough Council.

8 ANY OTHER BUSINESS
To consider any other business as may be determined by the Chairman of the meeting as being of sufficient urgency to warrant consideration.

Val Petit, raised concern in respect of the amount of weeds that were present outside the Town Hall on her recent visit, however noted that these had since been removed although the remnants of the weeds had disappointingly been disposed of in the gutter, it was agreed that this matter be raised with Environmental Services.

 

 

MARINA QUAYS

The Chairman reported that the area at Marina Quays was not in the planning area of the Borough Council therefore GYBC would have no control over the planning matters these would fall under the Broads Authority.

 

County Councillor Castle raised some concern in respect of the public river walk located at the Marina Quays and pointed out that the footway was not protected, he reported therefore that he had written to the Broad Authority to ask for the public access to be maintained.

 

Councillor Waters-Bunn advised that she had tried to locate the proposed plans, however had been unsuccessful it was therefore asked if a copy could be obtained from the Broads Authority and it was agreed that a representative from the Broads Authority be invited to attend the next meeting of the Committee.

 

 

PROPOSED CLOUSRE OF CHILDREN'S CENTRES

Councillor Martins raised concern in light of the recent proposals to close a number of Children's Centres across the Borough and the detrimental impact this could lead to on families who are unable to travel. Members felt strongly about the negative aspect these proposals could have on the Borough and agreed to send a letter to the Chairman of Children Services at Norfolk County Council stating the concerns of the Committee.
