1 DECLARATIONS OF INTEREST

4 MATTERS ARISING
To consider any matters arising from the above minutes.

(i) Burgh Road Dykes

 

It was reported that another meeting had been held between Norfolk County Council, Waveney and Lothingland Water Board, Great Yarmouth Borough Council and Great Yarmouth and Gorleston Allotment Association and that it was hoped that by the end of November 2018 all the culvets would be emptied all the way through to William Adams Way.  A wildlife area for school pond dipping activities would be installed and maintained by the Allotment Association.

 

(ii) Roundabouts 

 

Highways England would look into placing the control boxes above ground as they are currently underground and are prone to keep flooding.  Councillor Williamson stated that he would pass on the details of the person that he now has as a contact.  It was pointed out that the two roundabouts that Highways England did tidy up were now looking messy as there was no membrane under the gravel and it was agreed that Councillor C Smith would provide an update on this item at the next meeting.

 

5 BEACH HUTS

To receive an update on Beach Huts.

Councillor Wainwright informed the public that the Council had tendered for an Estate Agent who had been appointed.  Work would commence at the end of the season after the October school holidays and notices for sale would be placed in the Great Yarmouth Mercury first and then the Advertiser Property Sales section the following week.   The  agreed price will be the price and the public  will only be able to deal with the appointed estate agent. There may be 10 beach huts to rent in the second phase.

 

 

6 PUBLIC QUESTION TIME

A public question time session will be held for a fifteen minute period.

(i) Jenner Road

 

A Member of the public stated that the footpath that runs behind the houses on Jenner Road to the Playground was overgrown, had not been swept and the bins have no bin liners in.  It was agreed that GYBS would be asked to look into this.

 

(ii) Beach Hut Location

 

A member of the public asked where the location of the beach huts would be and it was confirmed that these would be south of Jay Jays Cafe going towards Hopton.

 

(iii) Disabled Drivers on the Ravine

 

It was reported that disabled people were driving along the Ravine to go fishing and it was agreed that this would be looked into.

 

(iv) Shrublands Leasehold Properties

 

Members of the public expressed concern at the trees in front of the land and asked if anyone could look into this. It was reported that this had been looked at by the Council but that they would ask if the Environmental Services department could look at this for an environmental issue.  

 

(v) Riverside Road Pavement Widening

 

A Member of the public asked if the road on Riverside would be wide enough to take a pavement as it is quite narrow outside the lifeboat shed and it was reported that this would have been taken into consideration.  It was also pointed out that some of the businesses on Riverside Road park vehicles outside their companies up to the edge of the pavement which forces pedestrian to walk on the road.

 

(vi) Splash Pad at Gorleston

 

A Member of the public asked what the Council does with the equipment at the Splash pad in the winter and it was reported that this would be stored away for the winter and re-installed next year. A Member of the public asked which Council officer was responsible for the splash pad and it was reported that this was Jane Beck and he stated that he had seen some unsafe working practices in this area and would like to discuss this further.

 

(vii) Orde Avenue

 

It was reported that the local residents in Orde Avenue had stated that they were not happy with the idea of barriers being installed and that the Councils CPE officers had been asked to look at this area again but it was pointed out that all schools in the borough have similar issues at school start and finish times and that parking restrictions for this area could be investigated which could be similar to Kennedy Avenue.

 

 

7 ANY OTHER BUSINESS
To consider any other business as may be determined by the Chairman of the meeting as being of sufficient urgency to warrant consideration.

(i) Priory Gardens 

It was reported that Terry from GYBS had tidied up Priory Gardens which was no looking lovely in preparation for their picnic.

 

(ii) Councillor C Walker reported that Norfolk County Council was proposing to close a number of Sure Start Centres across the Borough as part of their required cost savings due to funding cuts of £10m to £5 in Children's Services.  A public consultation has been launched on the proposals and members of the public were asked to view and comment on this.

 

(iii) The next meeting would be held on 11 December 2018 at Gorleston Library.

 

 

8 EXCLUSION OF PUBLIC
In the event of the Committee wishing to exclude the public from the meeting, the following resolution will be moved:-

"That under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the meeting for the following item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraph 1 of Part I of Schedule 12(A) of the said Act."
