The Committee received and considered the report from the Independent Person.
The Independent Person reported that he had found the subject member was in breach of the Code of Conduct, but this was at the lower end of seriousness, in terms of failing to show others respect.
The subject member declined to explain his position to the Committee but thanked them for their kind consideration of the matter.
Following the submissions of all parties involved, the subject member and the Investigating Officer left the meeting in order that the Committee might deliberate the matter in private.
The subject member and the Investigating Officer returned to the Committee at 10:45 to hear the findings of the Committee in public.
RESOLVED:
That based on the written and oral evidence the Committee had been given to consider, the committee finds that there had been a breach of the code of conduct, which demands that Councillors always treat people with respect, including the organisations and public they engage with and work alongside.
Therefore, the committee requests that the subject member, Councillor Jeal, sends a written letter of apology to Mr Macintosh within 30 days of this meeting and we also strongly suggest that the subject member, Councillor Jeal, attends the Code of Conduct training, on Wednesday, 19 April 2017.
