1 APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillor Rodwell.

 

 

2 DECLARATIONS OF INTEREST

4 MATTERS ARISING
To consider any matters arising from the above minutes.

With regard to minute number 5, a Member reported that the reinstatement of the Housing Appeals Committee had been discussed at the Constitutional Working Party and would now be considered by Full Council.

 

With regard to minute number 7, the Group Manager, Housing Health & Wellbeing gave a verbal update to the Committee. A report detailing the results of the consultation would be presented to Council on 21 February 2017.

 

With regard to minute number 9, the Group Manager, Housing Services reported that the bids had not been successful and that feedback on why the applications had been unsuccessful would not be provided.

 

With regard to minute number 13, the Director of Housing & Neighbourhoods reported that the Council was hopeful that it would receive a funding award.

 

With regard to minute number 14, the Group Manager Housing & Communities gave a verbal update to the Committee and agreed to share the Norfolk FA Pitch report with the Committee which had been commissioned by Great Yarmouth FC.

 

With regard to minute number 16, the Director of Housing & Neighbourhoods reported that no further action had been taken with the two properties.

The Committee received and considered the Forward Plan.

 

The Committee requested that the commissioning process for the Voluntary and Community Sector Support Services be included in the Forward Plan.

 

RESOLVED:

That the Commissioning Process for the Voluntary and Community Support Services be included in the Forward Plan.

 

 

6 SPORTS, PLAY AND LEISURE STRATEGY

 

The Group Manager, Neighbourhoods and Communities will provide Members with a presentation.

The Group Manager, Housing & Communities, Ian Grainge and Claire Henwood gave a joint presentation on the Sports, Play  & Leisure Strategy.

 

The Chairman thanked the presenters for their informative presentation.

 

RESOLVED:

 

That the Committee note the presentation.

The Housing Business & Finance manager reported the Housing Revenue Account (HRA) budget for 2017/18 to 2021/22, HRA Capital Programme 2017/18 to 2021/22, HRA Rent and Service Charge proposal 2017-18 and the revised HRA revenue and capital forecasts for 2016-17.

 

RESOLVED:

(i) To note the reduction in rents of 1%, as set out in the Welfare Reform and Work Act 2016,

(ii) To review and recommend revenue and capital budget estimates 2017-18 to 2021-22,

(iii) To recommend the proposed Fees and Charges for 2017-18,

(iv) To review the revised forecast for 2016-17; and

(v) To review Government proposals as set by the Welfare Reform and Work Act 2015 & Housing Planning Act 2016 impacting on the Housing Revenue Account in the future.

The Group Manager, Housing Services, gave a briefing on the allocation of £650k from the Government's Community Housing Fund 2016/17 to the Committee.

 

RESOLVED:

 

That the Committee note the report.

 

 

9 ANY OTHER BUSINESS
To consider any other business as may be determined by the Chairman of the meeting as being of sufficient urgency to warrant consideration.

10 EXCLUSION OF PUBLIC
In the event of the Committee wishing to exclude the public from the meeting, the following resolution will be moved:-

"That under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the meeting for the following item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraph 1 of Part I of Schedule 12(A) of the said Act."
